Question:
I have what appears to be a quail loooks to be hand painted with small holes on the back it stands about 9” and is 4to 5” wide it is stamped red wing usa on the base

Answer: Your quail is a Bob White Hors D’Oeuvres holder. The holes on the back of the bird are intended to hold toothpicks on to which small bits of food (cheese, meats, etc) have been skewered. This Hors D’Oeuvres sold very well and is quite common today. The value is $25-40 in excellent condition. Red Wing also made a matching set of bird-shaped salt & pepper shakers.
